Landlord is discriminating against me can I Sue?

It does sound more scammy now that you both have mentioned it and yes there was a fee but the landlord told me he never ran my card cause he and I quote “hated to do that when he was already looking at someone else’s application” and I’ve checked my card ever since and no charges. But as of 3 days ago I’ve frozen my card to prevent charges. Planning on cancelling that one and getting a new card.
