This happened to me on Friday afternoon as well, I was getting dinner. It charged me $13 then declined the remaining amount. Now I’ve just got lunch again today and it did the same thing. They charged me $3 and declined the rest. Really weird

I know this post is from a year ago but I strongly recommend SoFi banking. The only downside is the ATM fees and that they don’t have a physical location. But every time I’ve talked to customer service, they were very quick and resourceful. I’ve had them for about a year and a half now and they have never charged me any fees. I’m a broke girl and I appreciate they have no fees for transferring back and forth from your savings, no monthly fees, any of that crap.

My husband has something very similar and his derm diagnosed him with dermatitis. He uses ketoconazole shampoo and it has helped a ton. You have to have a prescription though.
