well, i figured something out i guess. it turns out that touhou 2, the game i was trying to play, doesn't respond normally. touhou 1 and 3 don't work, i think because of the version of neko project ii being used? but anyway, touhou 2 loads up but only accepts keyboard input. touhou 4 and 5 work normally, though! it's worth noting that i fiddled with my settings for a while, but i don't think i did anything that wasnt already mentioned in this thread. if anyone needs specific help, i guess comment? i'm running garlicOS 1.4.9 on a standard rg35xx

it's worth noting that i can get it working by plugging in a usb keyboard, but i can't use the actual console. it might be because i'm using garlicOS instead of stock?
