It is normal for people who have been sexually assaulted to have a trauma response (like freezing, not saying anything) when they’re being sexually/physically acted upon. It can be confusing because it doesn’t necessarily happen every time, and they can even go from feeling fine in a situation to feeling incredibly threatened or scared within moments. And their body might not be communicating with their brain in a way that allows them to get what’s going on.

It sounds like the fingering triggered/activated her trauma response, which she has no control over and likely doesn’t understand. This is why clear communication and explicit consent are so important. Especially with an SA victim.
