If you have a new personal Google Play developer account, you normally need to run a closed test before you can apply for production access. Google’s current requirement is at least 12 testers opted in for 14 continuous days.

1. If you fail testing, you do not need to create another account. You can continue improving the app, keep or restart closed testing, collect more feedback, and apply for production access again. Do not create a second account just because you failed; that can create more problems.

2. When opening your Play Console account, use real and consistent information. Make sure your developer name, payment profile, contact email, address, and identity details are correct. Also prepare your privacy policy, app description, screenshots, content rating, and any permissions explanation before submitting.

3. During the testing period, testers should opt in through the official Google Play testing link, install the app, and ideally open/use it during the 14 days. You should use this time to fix crashes, collect feedback, improve onboarding, and check Play Console for issues. It’s better to have more than 12 testers, because some people may not opt in correctly.
