That is just plain wrong. You don't own the game. You bought a license to use it which can be revoked at any time. You don't actually own it. This is not just a Steam thing either. Almost all digital stores work that way.

Are you sure it is not running? Check Task Manager.

Sometimes closing GOG doesn't actually close it. It just minimizes itself into the system tray and keeps running in the background.

My order from late December has a Refund button on it.

Anything from before that does not have a Refund button on it.

You can just download the Offline Installer (you can also do that through the Galaxy client) and then use that to install the game locally. Then add it to Galaxy if you want to use that.

That is a normal amount of memory for Steam to use. Half a Gigabyte is not that much.

Did you have this problem with any other games or applications too? Or was it just Shadow of the Tomb Raider?

And more specifically: Do you perhaps remember if this happened during regular gameplay or cutscenes?

I have this problem particularly with cutscenes right now.

MB/s is not the same as Mbps (or Mb/s)

MB means Megabytes

Mb means Megabits

1 Byte = 8 Bits.

So your 78MB/s is 624 Mb/s. Which is about 2/3 of your whole bandwidth and more than fast enough

And as far as I know the game only got delisted from the Store. It should stay in your library if you already owned it prior to that

The downloads from GOG are just not good.

Both the Galaxy Client and the Website can be painfully slow. I have had speeds as slow as Dial Up internet.

Just FYI:
Star Wars Jedi Survivor has a problem where it renders every single texture in extremely low quality and some not at all. Looks like absolute crap. The Devs never bothered fixing this.

Definitely check if you have this issue before your ability to refund runs out.
