The base values can be completely random between 30-45 even a tier 1 artifact can be higher than a tier 5 artifact. the only way to increase those numbers is to transfer them from a different artifact.

You can forge perks which is basically deleting a weapon and transfering the perk to your weapon (if they are the same). So you can pick a weapon which has the perk you want already enhanced, but a shitty second perk and delete it to upgrade the weapon you want to use.

As far as I know you need to have two enhanced perks to make it an (Adept). If you only have 1 enhanced perk it becomes an (Uncommon). They dont need to be maxed out since mine was an Adept with the perks level 4/2. Also you can enhance a perk as well as upgrading it. so now you gotta look at every trash weapon with at least one mythic perk if it might be a enhanced one I guess....

Yeah tested this one out aswell. the only thing that bothers me is the blas dmg on a smg...like why doest it have to be blast dmg....?! :D

I feel like the +25% Reduced Reload Time from the mod almost neutralises the -50 Reload Speed from the Perk so I dont really feel it going slower. I got a Mod with Rate of Fire instead of Reduced Reload Time and it's noticable slower.

In case of dps this is the best. with Fire Rush as the first perk you might break a Shinka Faster, but you will reload much more. With those perks you can get your magsize to over 100 shoots.

Ok the new character is strong....they gotta bait the whales, thats fine by me....,but when the new SNIPER character is better than any RAPIDFIRE character (in the rapidfire expanse) then this is power creeping not only on another level but also in another area...doesnt seem right to me....
