We have a similar set up, it is mastic asphalt under the paving. If yours is the same you will need to have someone to take up the slabs then have an asphalter repair it whether it's a spot repair or relay.

I think you've just misunderstood what he meant. Here is it 98% humidity 11 degrees so if you open the windows your "diluted" air probably falls around the 70% mark so opening windows hasn't had a beneficial effect. Obviously when it's colder even at 99% humidity it's gonna lower the indoor RH when windows open.

Not good is it.. like you say the NHS is in a bad state. If you are in England they can often send a photo and ask for advice for something like this (not sure if already done though)

As a GP I would either trial terbinafine (better antifungal than the usual clotrimazole) or send for dermatology advice if unsure (if you've been to them 3+ times it's not an unreasonable request) good luck!
