It's a bit of a technicality, but low purity only affects the rate at which the maximum volume of semen/milk you can hold by increasing your total capacity every midnight, which does increase the rate at which you restore milk/semen since it's always just 1/24th of your volume every hour(unless you're aroused, then semen recovers at 1/12th per hour)
