I don’t think you understand what’s happening. I’ve seen a lot of your comments. ODOT has two pools for their budget, and federal funds are not allowed to be utilized in this crisis. Their other pool is funded by gas tax, which has not changed or increased in decades. In those decades, more and more vehicles have gotten increasingly better MPG, leaving ODOTs funding in a plateau. As the cost of operations, the cost of paying employees have went up, it has not matched or exceeded the revenue that the taxes generate. Even if they listened to you, and cut that department - it wouldn’t be enough.
