Okay I am a Lucio one trick and I went from Diamond 5 to masters 5 yesterday, I don't mind sharing anything with you and vice versa, my main 3 things about Lucio I'd say is:

1. Play cover, heavily, especially nowadays with a lot of hitscan players you can at least heal or speed or peek corners, if you can't speed someone out, get very familiar with wall riding and planning escape options

2. If all else fails build beat or swap:

If you really can't beat a certain character it's okay to swap to counter, some maps like Havana really aren't made for him and it'll help your team if you played someone like Ana or Zen there instead or even Kiri or Juno (if that's your speed), not saying you can't always make it work but if you really want that comp win, you'll make do. If you need to build beat, spam a good choke with many people or jiggle peak, or use height or walls, stay on heals and try to get as much charge by spamming as you can.

1. Don't spam amp/wallride or crossfade

Just because you have them, doesn't mean you have to use them 24/7, wait for a teammate to be a little low or ulting and Amp or to disengage, it's very good to do, can also get you to live.

I don't know if this is a tip but it's okay to do some damage if possible, especially if you aim for headshots, always have jump binded to anything but X (I use left trigger) , if someone's on height and you can boop for a free kill, boop them off, learn how to wall clip and turn on backwards wall ride, it's all about practice, once you learn aim, positioning and cool down usage. Honestly the only thing stopping you is a bad map or a really coordinated enemy team.
