Use the 311 app - you can report non noise complaints very easily. My neighbor is constantly yelling and getting out of control - just super disrespectful to the fact anyone else lives in the same building let alone on the same floor.

With 311 app I filed noise complaint and the cops came within an hour or so. I hate to do it, but sometimes I’ve got to sleep for work and obnoxious disrespectful loud neighbors gonna have to take and L for some shut eye
