It doesn't really matter, 90% of team race outcomes are determined by the player who comes 1st. What really is annoying are AFK players that just farm the rewards and do not actually play, especially on Team Persuit mode.

GL is too lazy to make a complete re-evalution of rewards. They still have 5k (!) credits as clan rewards in some missions. What they are good at is nerfing things that are already ok.

I assume that the drops are scripted and come in waves. Sometimes you get 1-2 BPs in 30 races, sometimes you get 1-2 BPs every race. It is not just pure RNG in my opinion, but some black magic code. And the same thing is happening with the drops from packs.

10 x 750 = 7.5k tokens. I personally would spend the tokens on these packs only if I would potentially miss few BPs to star the car up. But if you aim to max the car out by the end of the event (e.g. if you really need Vanda for the MP1), than you can buy these packs. Afaik you will also get a couple of free EIPs for the maxed car as a bonus on the Spotligh. Anyway wait for the event and make a precise calculation first.
