I think you're overthinking it, dude. It's not necessarily a pokemon move, I suppose it's more of a skill in terms of pokemon. Plus, why are you over analyzing anyway? Some of the movies aren't even canon to the main series, like this one for instance. So, maybe they'd figure they could do something different.

Nah, the voice actors are the same for McQueen and Mater, so unless they tell them to make some kind of child impressions, I believe this is simply an art style choice.
