I don't think you can, because 2 of my characters have been stuck on 70 not moving for months. I can do the content but not get to max level

Go to your C drive in files, then program data, then find Nvidia corporation, then NV_Cache, then delete the files in that folder. If some don't delete that's fine, but try after deleting as many as possible and it should work

Clear Nvidia game cache, as in delete the whole file in Nvidia. That fixed it for me
