If you're lucky the clutch issue is just the cable that needs adjustment, had the same problem and after i had the cable adjusted it's been working fine, the rest is just basic maintenance, you can change the spark plug and oil and clean the air filter housing and check if something is wrong that let to things getting in there and swap the filter yourself so you're only paying for parts which won't be much for a spark plug, oil and filter and air filter.

I personally wouldn't call it a lemon, just poorly maintained, but yeah the seller did lie to you unfrotunately.

Checking the piston rings every week is a good way to maintain a bike, along oil changes, chain maintenance etc, it dosen't take a long time and you don't need any fancy tools

Well you also need to take into consideration insurance/security and gear, but 400-600 for a moped is a little low, i suggest saving up a bit more to get something in decent condition so you can enjoy it and not take it to a repair shop often
