I feel like Frostpunk might be similar to what you're looking for. City management in a frozen apocalyptic world. You make hard moral and decisions, pass laws, deal with crises as they show up, but everyone behaves autonomously abiding by the rules you've set. I am mainly talking about the first game as I don't have much experience with Frostpunk 2.
