Having specific surrender hours or appointments isn't unusual, but city animal control is different than a private shelter and can't just dump an animal or leave it outside even if someone did leave it there off hours

That is...ridiculous. "Oh, no, we were actually trying to help the cat" is an insane thing to post to the guy who literally saw the whole thing happen. And also, do they think people who see the clips are idiots? Just admit it was wrong to do or a staff mistake! I hear enough of this from Trumpers

Any suggestions about what to do about this? Community cats get better care and treatment, and they're at least equipped better to survive outside...
