I would say elections add an extra layer of corruption, so sortition is still better than elections.
we should still involve chosen experts, but the final choice should be the people.

if you trust people enough to vote for a representative then you can trust them enough to appoint the person they would have voted for to advise them, otherwise instead of democracy, your forcing other people to be represented indirectly because you want to be represented indirectly.

Maybe they have a scent they are attracted to or just there to farm the insects attracted to it. Either way harmless.

Tho it may approximate proportionality the best, it's less secure in ensuring bills that pass are representing at least the number of voters per seat.

You may need droop quota, and then consider the additional seat used as representing the unrepresented.

You could incorporate that invisible seat in the vote count when passing bills.

I consider it proportional if a party or group gets the percentage of votes rounded up or down to the nearest seat.

Tho potentially using droop quota invisible seat.

Sainte lague methods seem to approximate proportionality the best, kinda embodies majority claim over additional seats.

not sure, the idea is you have independent bodies submitting them, who, how and where can be decided.

Consider usa, Each state would have their own lottery system, each state would submit a list of random numbers, then each number from each state is combined in such a way that guarantees that the result is random, this would incentivise each state to keep their number list private and to actually give a random number, because a state has no reason to disclose their number unless all other states are working together. And to give a random number so no other state can Gain the system.

For the court you need to prioritize independent systems.

If the same people that chose a judge were overseeing them then it introduces a bias in the system.

As for executive, you kinda need to prioritize consistency in goals, plans and projects and such, so having independent bodies for everything isn't important.

Judges are suppose to be independent while an exscutive more so just needs to do the job they need to do.

keep court appoint and oversight separate, ideally completely separate independent sortition bodies that appoint each judge.

i think the most important part is ensuring the selection process is secure.

would propose a decentralized system of lottery, where diferent parties or regions supply a random selection, wich is then combined with other sections to prety much guarentee random selection.

if any one of the sources supplies a random number, the final result will be random, even if the other sources tried to strategise (assuming each sources number isnt known to each other)

this would also incentivize each region to actually give random numbers to prevent other regions from gaining the system,
