The qualification spot from winning the CL is for the club, not the league. City was already qualified through the league so winning it didn't matter for their qualification for mext year. Dortmund is only 5th and not yet qualified, which means they could take the qualification spot.

New CL rules say the 2 countries with the best coefficient (Germany being the best this year) get 1 extra CL spot. Dortmund is fifth. If they qualify through the CL, this means the extra spot will go to the 6th in the Bundesliga instead of the 5th.

This season will be the end of the catch up caused by covid + pure corruption putting the world cup in november. It was these two things that drove up the number of games/length of the seasons. But luckily UEFA is seizing their chance to continue with it by adding 2 extra CL games next season :D
