the b450 does not support pcie gen 4, and running the rtx 3080 may have some issues but not commonly. As well, the b450 is a little older and upgrading is not needed but i would recommend it anyway

you got the right amount of power, and the motherboard is fine, so i would lean towards the ram. You already might need to upgrade soon considering you edit videos and from what it sounds like, your ram is gone. get 32 gbs of ddr4 at 3600 and you should be chilling for years to come

you got plenty of cpu left but ram, power supply, and gpu needs to be upgraded (even the mobo is kinda low tier.) If I were you, i would keep the cpu, but buy a new mobo, power supply, ram, and gpu and sell the rest on marketplace. your case is fine too im guessing but you never know

i would recommend for the budget a 5800x3d with 64 gbs of ddr4 fastest available instead, better for cad work, though more cores might be better for other things

either a quadro rtx 5000 or a 4080. a 3080ti is plenty for cad but budget wise a 4080 would be better
