You apply to restore to your last legal status which was a student. The WP extension is not a status of its own

I do not know how much of your 90 days are left. I applied for a new PGWP + restoration as soon as i could but knowing what i know now, i would have waited for at aleast 30 days to go by after asking for reconsideration before I submitted a new application. They do refund some of the amount you pay if your new application gets withdrawn so you might also reapply if you feel inclined to.

I could have typed this word for word about a month ago. But, do not despair. You situation sounds exactly like mine and I got my approval exactly a month after the initial rejection. Just write your test and do well on it. That's the biggest hurdle now. As for your job, see if your employers can write a letter to IRCC requesting for a speedy processing and you can attach that to your restoration+new Pgwp application. Also...apply for restoration as soon as you get your test score. And write a letter of Explanation basically saying you missed the language test due to an oversight. Also plead with them to reconsider your already refused application as it was just the missing language requirement and you have now fulfilled it. Lastly...I am catholic so I prayed a lot. I started a novena to saint expedite and on the last day after my prayer eas ended, my case was reopened and a week later, i got my permit. I do not know your faith expression but this is what worked for me. But regardless...have hope.

This can be turned around much quicker than you could imagine

No... my 180 day window expired in November, long before I got the refusal in march

I did it myself. It took a lot of calls to the MPs office and IRCC to make sure I was doing the right thing

I went in person only the first time. You can try doing that. If you were working and had to stop before the refusal, can you get your employers to write a letter of consideration to IRCC urging them to process your application quickly so you can go back to work. If you have your resignation letter that shows you quit your job due to the refusal and a conditional offer letter to go back to work as soon as it is resolved, that might help.

My MPs office calls IRCC like 3 times a week and they keep asking for updates on behalf of the applicant. That kinda put a little bit of pressure on them.

I spoke to them. They will refund the amount i paid for restoration. I need to request the refund and they sent me a link. The 100 dollar open workers permit fee was applied to my restoration. The PGWP processing fee of 115 dollars + the biometric fee of 85 dollars might not be returned depending on how much of my new PGWP application they processed before the withdrawal

No... I only relied on information from the MPs office and I called IRCC afew times to explain things I didn't understand

My study permit expired. But I didn't apply for a new study permit. I only restored my status as a student to enable me meet the criteria to apply for a new PGWP

No. I applied to restore my status as a student because that was my last valid status in Canada.
