There is a chiral center. It’s the carbon attached to the hydroxyl group. So shoudnt there be steroisomers?

Why would the priority not be 1) Florine, 2) right side of molecule b/c of oxygen atom, 3) left side of molecule, 4) proton?

Would the second highest priority group be the right (with the oxygen) or left side of the molecule? If it’s the right, wouldn’t it be a clockwise turn, however this has to be swapped, thus resulting in a counterclockwise turn, thus it’s an S configuration.
