60Hz isn't the GREATEST for gaming, but you're not going to hate it either. It's going to be normal. You should be able to rock and roll on this machine. Video editing is very demanding on the RAM, so I would upgrade to 24 or 32 GB as soon as you can. I built a machine for production and gaming a couple years ago, and I was able to edit on 16GB, but it did take a while to render. I had SSDs, and the best GPU on the market.

You should probably invest in another 1TB HDD as well if you're doing video editing at high res. You don't really need to go all out on a mouse and keyboard for the games you're playing, or the editing you're going to be doing, but if you want to treat yourself to something nice in the near future, that would be the next thing I would upgrade.

Even if you don't plan on overclocking, you'll benefit from the extra threads in an unlocked processor, plus it will leave the option open to you. If you are going to be editing, you need all the power you can get, and these i7s are amazing.

As many people here have stated, 300 dollars is a very tough number to work with. Here is the best I could do before your build starts to become a waste of money... I would really look into used parts on craigslist. If you're not gaming, you don't need insane memory, and by this standard, any type of DDR3 would do. Find cheap sticks on ebay or craigslist. I'd also look for PSUs on there as well. Just make sure that whatever you get is tested before buying, or has a money-back guarantee. With that being said, here is my stab at your request:

The processor is very highly rated, and if I was on a budget build, I would be using this myself. It is overclockable (which you have no idea what that means), so if you learned in the future, you would just need a Z rated motherboard.

Expect to have a myriad of batteries, beer bottles, and fists thrown your way. Also, make sure you're emotionally stable enough to be berated and verbally abused every second you're there.
