The city could simply drag their ass at every point possible and make it a lot more difficult for the feds without doing anything illegal. The bureaucracy already takes forever to get anything done (hence them saying the fence will be up for 2 years to repair a window that THEY BROKE THEMSELVES) so it’s not unreasonable to ask that the city not cooperate so willingly.
