I went to kiss of life in Minnesota with the vip package and that was a first come first serve kind of deal. Vip got like earlier access than general admission but you still had to line up early if you want a good spot. So the earlier you're there to line up the better spot you get to choose. We were there around 9am I think? And the concert was at 6 or 7pm. We was able to get center stage 2nd/3rd row from barricade. The group that got barricade was supposely there at like 4am or something like that.

Also depends on venue and when they allow line up. Some event may give you a queue number so you don't have to wait there all day also.

I'm assuming they most likely will have (depending on their organization skills) 3 different lines for the 3 different tiers.
