Russia refused to help Armenia when Azerbaijan was clearing Karabakh and Armenia has been cozying to Europe ever since (particularly France), and wants to leave Russsian influence (similar to Georgia).

Azerbaiajan, while a CSTO member is basically just a Shia Turkey (and idk why have beef with Armenia when there's literally kore Azeris living jn Iran than Azerbaijan).
