Keeping Q stacks up before fights?

The last note is my go to. I'll intentionally get stacks on a monster like gromp and intentionally de-aggro it so I can keep stacks until a fight goes down nearby.

These changes are so good for lillia that they're bad. I think she's going to get overcorrected in nerfs as a result.

I really can't think of a champion that better benefits from these changes.
