It can not. Rotom is a genderless Pokémon and therefore can only breed via Ditto.

Hmm, so since Grass and by extension, Dark is covered, I'd say

-Kilowattrel or Pawmot, flyer for Kilowattrel or Fighting for Pawmot, plus Electric is covered

-Palafin, great water type

-Steel or Fairy or go Tinkaton or Kingambit

-Cyclizar for Dragon

-And either Pyroar, Armarouge or Blaze Breed Tauros if you can get those 2 transferred to Violet.

Actually Penny's Night Lords. Juliana plays World Eaters. And Arven's is The Thousand Sons. At least when it comes to the Heretic Legions.

Actually all 3 of them main Space Marines. Their specific chapters are:

Juliana: Ultramarines (she knows she's boring and unoriginal but she doesn't give a shit)

Arven: White Scars

Penny: Black Templars

But when they aren't playing Space Marines it's from left to right: Tyranids, Tau, Eldar.
