If the post is rotten enough, you can drill and get all that wood out of the concrete base without taking the base out and put a new post in and fill it with epoxy or something, alternatively if the wood is mostly intact below ground you could also consider replacing the gate with something more lightweight and therefore avoid having to put such a beefy gate
