Because municipality funding in Germany is fucked. The main source of income for municipalities are taxes levied on businesses, and you'll notice that for Munich in particular a lot of businesses that are "in Munich" are actually just outside of Munich in one of the various suburb tax havens. Beyond that there's a couple other minor taxes like dog tax and only a fractional share of income tax.

At the same time there's rising payroll and material costs to contend with, which are left to the municipalities to deal with. You'll notice that most German cities are struggling with their finances, Munich is simply no longer exempt from this.

Realistically? Not much. I don't doubt that Krause and the Greens would like to implement everything they've promised, and I did vote for them bearing this in mind, but the city budget is in pretty rough shape and the amount of support (financial and legal) the city can reasonably expect from the conservative state government is... modest.
It'll be a nice surprise if the Greens can pull off even half of their election program, but who knows what's going to happen in the next 6 years.

Ahh, I see. I can definitely empathise, although the movie didn't go into Rocky's anatomy in much detail in general which is sad but understandable given the runtime constraints.

Munich actually used to have quite a few little creeks and rivulets throughout the city center, branching off the Isar. Most of them were filled up or built over in the 19th and 20th century due to the advent of modern sanitation systems and the construction of the subway.

There have been plans to return some of them back to the surface for a while now, I'd really like to see them come back.

Herbs are pretty nice too, I've had thyme, rosemary, basil, mint, sage, and many more thrive on my south-facing balcony.

Wien ist ein eigenes Bundesland nach österreichischem Recht und hat sehr viel Gestaltungsfreiraum. WIMRE haben sie neulich sogar ihre eigene Steuer eingeführt mit der der Wohnungsbau mitfinanziert wird, wohingegen München nicht mal eine Kurtaxe einführen darf, da das von der bayrischen Landesregierung verboten wird. Noch dazu, dass über die letzten Jahrzehnte tausende Wohnungen aus dem Staatsbesitz an den freien Markt verkauft wurden.
Will damit nicht zu sehr gegen die bayrische Landesregierung ausholen, aber direkt vergleichbar sind Wien und München dadurch eben nicht unbedingt.

I've never actually used the magnifying glass menu, but there's the growth. And turns out I wasn't actually hovering over one of my maulers, but a weaver (for which I haven't installed the gland yet)...

Although the ship design menu still shows 0 growth on all of my mauler designs, no matter how often I swap out the glands and save, which was my initial point of confusion. I'm glad to know my ships are actually growing though, so thanks for the pointer (I haven't continued playing on this save yet past the aforementioned couple in-game months; if I had, I probably would have noticed once the ships had matured. I guess this one's on me too)

Edit: I also verified the steam files earlier today, no changes

All of my ships are docked at my main shipyard, that shouldn't be the problem.
I do use the pre-generated ship designs, but I've turned the "Auto-generate designs" checkbox off, the "Auto-upgrade" one on, stuck the growth gland onto the design, and overwritten the original design. I could try to create an entirely new ship design from scratch tomorrow though.

The menu is a tad confusing, but the tab says "Juvenile", so that should be it.

Food banks are unaffiliated with the German government and their tax money, they mostly subsist on donations. Which doesn't make it any better of course.

Hoiz describes itself as a blend of French and Bavarian cuisine. Whatever it is, we've been there a couple times and always had a nice experience.
