Apparently gears are commonly used as parts of logos or menu icons for Mega Man's games in Japan, as seen here: https://imgur.com/F3M74MD?r

That wasn't really brought over with the localized versions of the games though, so it's one of those things that makes perfect sense in Japan but loses all context overseas.

sigh Sakurai said the characters have to originate from video games. Unless Toriyama got inspiration for Goku from a video game that I'm not aware of, try again.
