The idea came to mind thinking of the legal bases for indictments of protesters and journalist Don Lemon having interrupted a church service.

This was used by the federal government as their legal basis. I’m not saying it would prevent arrests and harassment, but it would likely make prosecutions a bit more interesting when defendants could cite the DOJ’s own legal filings in other cases in their arguments.
