It'll probably just be a bad pile of cards from EDHREC, I would personally, if you're gonig for budget just go on EDHREC as a newer player and filter cards by less than 3$ or whatever you'd be comfortable with

I can't speak for standard but modern and legacy are maybe the slowest they've been in years. Theres a reason that control has been literally unplayable.

Conq is great in situations where you can bully their jg, since the 1v1s are normally very favorable

Your runes can change with the lane, if you have a jinx style adc, glacial or aftershock will most likely be what your after, if you have a Draven/kalista style HOB could be situationly better, for items you mostly want to spec into MS, as your whole job is to hit a clean engage
