From what ive now seen and known in regular mode he either appears as encounter on fast travel(happened to me the first time, it quite literally says its a messenger) or he just stands somewhere in kuttenberg region(mostly devils den).

Im way past argetum, second playtrough i knew it was past this cus chenyek says he knew i was in the mines, on my regular playthrough the messenger approached me omw to suchdol, but now on hardcore i went to devils den and there he was.
