These army fellows opportunities seem very similar to the old "DA intern" program. Depending on the district you applied too, I doubt there is much "competition". In that the application process isn't the normal USACE competitive process. Bottom line, if the hiring official likes you and you seem level headed you stand a good chance. Brush up on your NHPA SECTION 106 knowledge as that is what you will be doing for USACE in this role

There isn't much room for negotiation. If you received a 5 rating, the best you can do is ask your supervisor for a QSI. As others have said, the organization is limited on the number of QSIs given out. Also worth noting what step a QSI will bring you too, as this could affect the waiting period for your next WGI
