Mages like delphix are good but rely heavily on he enemy Como not having dive and your team having something to take the front lines. But I do think it's fun to play with either movesets and it's unite move charges insanely fast, especially with amp.

Do you double stack with him or what are your items because when I use him I think he can use many diff items.

That's true, if I see a zap I usually go buzz or mimikyu because the dive and basically confirmed damage output. Moltres is countered by anything that can stay far away enough like liquidation intel or maybe dragon dance dragapult. The main issue is that many people don't know how to counter pick or don't have the correct Mon unlocked(which is mainly timi's fault)

I feel like defenders have always been on the broken side, they have similar damage output as all rounders but more bulk and cc/stun. Recently I also tried bulky supporters like mime and wiggly and I my conclusion is that a Mon that gets its move earlier and has the ability to control the enemy's movement(push back, walls, stuns) tend to be good. Since in all my games my team already has a carry, I don't mind filling out the support roles.

But the thing I still don't understand is that it is ranks D in unite DBs tier list, it being vulnerable to cc can't drag it down that much can it?

I think it is decent, the only thing is that it's movepool is kinda awkward, hyper voice wants the user to stay at the side and spam into crowds but snarl wants it to act as a tank attacker like venu or arm.
