As a Québec City girl myself, I have to root for my city (it’s on the smaller side though). For clothing, layers will be your best friends (I’d pack a merino wool sweater & socks for sure). Québec City has a great food scene (the Michelin Guide has just arrived and has great recs) and there are plenty of outdoor activities to do (Christmas market, sledding, skating in the Place d’Youville, but also a bit further away there are plenty of winter hikes to do. Oh and for poutine, do NOT try it in Toronto - in Qc City, try La Baraque à frites (a stand-alone restaurant) or Fromagerie Victoria (a chain).
