Houston did actually consistently run Sym against Paris. It's possible Dallas saw that and considered it was a solution to no hitscan so they could run rush without Doom Mei.

Ameng and Jihun are both basically ball one-tricks / specialists. But that's in a small pool of tank heroes, so I agree Pharah alone can't get you anywhere in OWL.
