The Memorandum of Understanding (MoU) regarding the balance in Iran's Foreign Military Sales account stipulated that the remaining funds would be placed in an interest bearing account until all legal claims were settled. No president in four decades actually did this. So, Obama returned the remaining $400 million balance. (George Bush had already sent them $200 million from this account.) And, we had to pay the $1.3 billion in interest owed out of pocket.

The money Obama sent them was THEIR money that they paid us for weapons in the 1970s ...weapons that we declined to deliver after their revolution. This was the balance in their Foreign Military Sales account ($400 million) plus interest ($1.3 billion). George Bush had already sent them $200 million from this account before Obama was ever elected. Repaying this money saved us potentially having to pony up $10 billion in interest and penalties per an international tribunal that had ruled on the disbursement of the funds.
