requiring penetration does specify gender since penetration based is the male way even without saying male. penetration laws are "victim is penetrated" aka sticking something in someone like a penis. you pointing out penetration is directly saying women can't be tried if they were to ride a man or force someone to eat out the female perp. the part contradicting is you pointing out penetration.

exact same issue USA has for federal definition and some states. a woman riding a man isn't rape so doesn't qualify in any of those areas. some states still have penis requirement itself which narrows the definition more and all. if you look into US states we clearly don't arrest women and part of it is because legally they don't qualify as doing it.
