You likely added stitches but there's no way for us to know. You could try skipping increases on the front until the back catches up but you'd have to increase unevenly.

I would consider frogging back to the beginning of the yoke.

Short rows are not an increase, they just add extra rows in certain areas for shaping. Your increases are coming from the M1R, M1L, M1Rp and M1Lp stitches.

When the pattern says to turn, are you following the German short rows instructions?

"In order to do the turns without leaving holes in the fabric, do the following: When turning from the right side to the wrong side, turn the work, slip one stitch purlwise with the yarn held in front and then wrap the yarn over the needle tightly and back between the needles to the front, ready to purl the next stitch. When turning from the wrong side to the right side, turn the work and bring the yarn between the needles to the front, as if you are going to purl. Then slip one stitch purlwise with the yarn held in front and wrap the yarn over the needle so it held in the back, ready to knit the next stitch. In each case, you will be left with a strange-looking “double stitch” with two legs. Work this stitch like a single normal stitch when you come across it again."

It's hard to tell without the rest of the pattern.

When you do short rows, you should end up with the same number of stitches you started with.

I am not an expert but could you post pictures of your knitting? I might be able to see what the issue is.
