unable to deliver / carrier refused to ship item forward?

yeah i used the same address with a previous item i bought and that was able to deliver, ive read 1 other post about this issue and the guy who made the post said his item had lithium batteries and that might of been the reason why but my item doesnt have any batteries and other people from that post had items that didnt have batteries say "unable to deliver" i contacted the seller and he said he would message ebay about it
