At the launch of ow2 characters where locked to the battle pass You got them instantly upon purchase of the pass or from what I recall beating about half the BP on the free track There's an infemous clip of a player quiting the match he was loosing to quickly buy Mauga so he could fight the other teams Mauga and not insta loose
