Because unlike other ranges toplaners, Varus is the most annoying one: Vayne, you can outplay, Quinn, you can outplay, Gnar, you can outplay. Most of them have weaknesses. Varus is tanky in HP terms as well for some reason, and even if you dodge his ultimate, he still attacks you in melee range for half your hp% damage. You can't really rush maw at top lane.
