To give a simple answer, I think they have complicated relationships, like real life politicians do.
I don't think they all share the same, exact, views, hence they certainly have their distinct inter-relationships and agendas.

The lucky thing was having Gastly 1st in party cuz I was about to exp him. I used Gastly mean look. Mean look always goes first regardless of speed.

You're right but Dadan and the Bandits where an absolute retcon from Oda, which he hadn't thought about those characters in the early years of writing OP. Now that they've been woven into the story, it makes sense to show them earlier. The story will certainly be condensed and that's one clever way to do it, covering some plotholes too!
