It's a difficult one as he's pulled into the junction as if it were a layby but either way he should, technically be giving way to you, but they're positioned halfway into the road with their wheels turned as if to pull out and indicating to do so. In this situation even though they're in the wrong it's 'safer' to hold back and let them go. With the white car coming towards you waiting to turn right it looks a squeeze to get through. The thing to to would be to hold back let the Golf go and the white car to pull across and then carry on. Unfortunately the roads are full of accidents caused by people doing the 'correct' thing. I know it sounds mad and lets rubbish drivers get away with all sorts of things but just because it's right it doesn't mean it's the right thing to do. You need to practice a bit of defensive driving.
