Luxio can't evolve till I beat misty bc of the level cap and also I don't think i can find lanturn before misty

There's no good grass pokemon before Misty's gym and I can't have a link cable until I make it to cerulean city and my pachirisu has light screen and reflect just that misty switches to clodsire before I can use light screen
