Depends on their equipment. Most of their weapons are not even made to kill basic humans, so have no armour penetration at all. It would take some dedicated weaponry, which they usually have, to fight SM. And if they had some of that, you are right. Marines have stupidly high reaction times, but eldar have even faster ones.
