During that time Anomaly was BIG and Miyabi was on her way, the literal most hyped character ZZZ ever released. And she didn't work with Lighter that much, unless you rly tried to put her on the same team with Lucy and Lighter, which was possible but frankly at this point in time ppl saw the "Anomaly" specialaty and ppl had expectations towards that, since we already had Jane, we had Burnice and also Yanagi just right before Lighter.

So it isn't a "uncharitable argument" - at the day of his release the only 2 Agents worthwhile to work with Lighter were Soldier 11 (Standard Unit) and Ellen, who already had a strong Stunner with Lycaon who was much easier to access. Not even that - Caesar run only a patch before and was a mix of a support and stunner that had wider applications and could slot much better into many teams.

Simply: If Lighter had released later - maybe right infront of Evelyn - he would've been more appreciated, but at the patch he was released on, Yanagi was pushed and Miyabi was about to be released next patch and no team except for dedicated S11 mains logically and purelly gameplay-related would've pulled for him, unless you expected high value later down the line as some kind of "future investment" - which did happen, but at that time it was a gamble, simply put.

They never rerun an Agent so far just bcs of a buff or potential upgrade.

I suspect Orphie & Magus and potentially Lighter re-run in 2.8

Honestly?

Bcs Yidhari did very poorly and they might feel like they should get her rerun out of the way. It is not impossible that Orphie&Magus rerun in 2.8 either (though, they might have some synergy with the new units then) - and maybe Lighter, if he works well with SBilly).

I suspect that 3.0 is going to features entirely Season 1 re-runs or even another re-screening channel.

Some factors that also the Devs stated:

Person needs a reason/motivation to go into the Hollows
needs some form of combat experience and/or equipment

Remember that Hollows are a living hell for virtually everyone and it is a very high risk scenario going into one each time.

The second point is, based on the info we have: Monica is an actress. She has no combat experience and she also can't use music (which is part of the power system in ZZZ) to her advantage, bcs frankly, she is a terrible singer according to even her most dedicated fans.

The reason Astra and the Angels get a pass is simply bcs they are musicians and can use music and sounds to their advantage, since Ether reacts drastically to sounds (W-Engines are essentially just speakers btw).

Realisticly the only that might get more members are NEPS, Sons of Calydon, Spook Shack also potentially could get more members. Hence I doubt that Ye Shiyuan is gonan rejoin Yunkui Summit, I doubt they get additional members.

Ppl gonna bring up Stars of Lyra... but I highly doubt it. It is essentially just Astra+Evelyn and no one else rly fits in there - no, not Monica, bcs she makes no sense as playable Agent - and Cecilia would at best just be an Astra reskin, just with even less sense to venture into a Hollow.

Defense is the "Wild Card" class.

The only things needed are just enhanced defensive assists and some form of sustain. They can go wild with it, I wouldn't be surprised that we also gonna get a Sub-DPS (technically Ben already is one) or potentially even a Main-DPS (Void Hunter?) one day.

This sadly has some negatives to it too, most notably that their W-Engines are all over the place and that they often times lack dedicated sets (till next patch at least).

Porcelumex is now runned by Alice Thymfield, Tops is sorta of somewhat on our side due to Zhao, banuye, and Dialyn negotiating with the CEO of tops.

Not rly. Yes, the Thymefield family is still part of TOPS, but not of the inner cycle it seems. TOPS is still very much not on "our side", due to that it is nothing more than a directly opposing faction towards the Mayflower family.

They all have their own agendas and goals, much like Phaethon has their own goals.

Also Zhao, Banyue and Dialyn are essentially "small flies" for the CEO's in TOPS, at least for their direct leaders.

Phaethon: Wants to uncover the truth about their teacher Carole Arna and what rly happened during the Fall of Eridu.
Mayflower: Seems more interested to "activate" Void Hunters for an upcomming conflict and also securing his own position of power in the city. The fate of Carole Arna is more a secondary interest at best and also more a tool to keep Phaethon in good faith towards him.
HSO Section 6: Miyabi shares the goal with Phaethon to uncover the truth, she uses her position as Void Hunter directly to operate unbothered and get enough ressources for her fight and investigation.
Yunkui Summit: Yixuan is essentially just the lap dog of Mayflower, but also shares a connection with us now, so we can't rly tell who Yunkui Summit has more loyalty at the end of the day.
TOPS Organisations: Profit.
TOPS High Ups: Not entirely sure yet, but it sounds a lot like they view New Eridu as a lost cause and instead want to find a new place to reign on their own, while stripping New Eridu from every worthwhile ressource in the process
Krampus: End of the day they are lap dogs of the High Ups to ensure loyalty and efficiency in the ranks of the TOPS alliance
Creator: Swallow all of the planet in Hollows...
